Propose competency development strategies: coordinate with departments to identify core competencies, recommend initiatives to improve workforce quality in line with company development orientation and Oil & Gas industry fluctuations.
Conduct timely and sufficient recruitment in accordance with approved plans and ad- hoc requests from the Board of Directors; coordinate with departments to execute recruitment plans and candidate selection.
Establish and maintain relationships with universities and organize professional seminars to expand talent pipelines.
Periodically or project- based analyze training needs; develop HR training programs; evaluate training effectiveness; identify training and development needs; and build competency frameworks.
Forecast, assess, and mitigate risks in recruitment and human resource management.
Develop and implement human resource strategies aligned with the company’s overall strategy; review and propose optimal solutions for recruitment and HR management strategies.
Assess training effectiveness, propose improvements based on trainee feedback, and develop training programs aligned with HR development objectives.
Develop and implement employer branding activities through events, external and internal communications to attract candidates and enhance the company’s brand value.
Provide recruitment, training, and HR development solutions aligned with the company’s long- term development strategy in the context of a volatile Oil & Gas industry.

JOB REQUIREMENTS:
Good ability to apply digital transformation tools and AI in practical work.
Strong recruitment network and talent databases, or solid experience in training and developing long- term workforce strategies.
At least 03 years of experience in recruitment, training, or competency framework development.
Preference will be given to candidates holding advanced certificates in Human Resource Management or a second degree in engineering.
Priority for candidates with experience working in manpower supply, training, or service companies in the Oil & Gas industry or related sectors.
Experience in developing HR training programs, evaluating training effectiveness, identifying training and development needs for employees, and building competency frameworks.
Bachelor’s degree in Human Resource Management, Business Administration, Law, Languages, Social Sciences, or related fields.
Proficient English in all four skills, equivalent to TOEIC 700+ or IELTS 6.0+.
