IT Vendor Management (Senior/Expert)

IT Financial Planning & Governance
- Implement financial governance frameworks for IT spending, including CAPEX/OPEX tracking and optimization
- Track IT investment projects, ensuring timely delivery within approved budgets
- Prepare reports on IT budget management for Business Planning, Accounting, and Internal Audit departments
- Support Head of IT Planning in developing long- term IT financial strategies aligned with corporate objectives
- Benchmark IT spending against industry standards to identify efficiency opportunities
- Coordinate annual IT budget planning, forecasting, and variance analysis across IT departments
IT Procurement Management:
- Manage procurement documentation for regulated IT systems
- Lead RFP/RFQ processes, vendor evaluations, and contract negotiations at enterprise scale
- Design and enforce procurement policies tailored to IT- specific requirements (hardware, software, cloud, services
- Drive cost reduction initiatives through strategic sourcing, vendor consolidation, and demand management
- Ensure compliance with corporate governance, legal, and regulatory requirements in IT procurement
- Implement category management for IT procurement (e.g., cloud services, cybersecurity tools, enterprise software)
Vendor Management:
- Build and maintain strategic partnerships with global and local IT vendors
- Maintain comprehensive vendor database and contract lifecycle management
- Negotiate enterprise- level contracts, licensing agreements, and managed service deals
- Develop vendor risk management frameworks, including financial stability, compliance, and cybersecurity posture
- Monitor vendor performance against SLAs and contractual obligations
Compliance & Reporting
- Ensure procurement documentation meets regulatory requirements
- Support audit processes related to IT procurement and vendor contracts (internal audit, SBV inspection, external audit)
- Prepare periodic reports on procurement activities, cost savings, and vendor performance for management review

Education:
Bachelor’s or Master’s degree in Information Technology, Computer Science, Finance, or related fields. Master&039;s degree is a plus.
Experience:
• Experience in financial services, banking, or fintech industry is strongly preferred
• 5- 8 years in IT financial management, procurement, or vendor governance
• At least 2- 3 years in a similar expert/senior role
Knowledge:
• Basic knowledge of Vietnamese banking regulations related to IT outsourcing and vendor management
• Understanding of banking/financial services IT landscape (Core Banking, Card Management, Digital Lending)
• Familiarity with IT governance frameworks (COBIT, ITIL) is preferred
• Good knowledge of procurement methodologies (strategic sourcing, category management)
• Strong expertise in IT financial planning, CAPEX/OPEX management, and ROI/TCO analysis
• Awareness of PCI- DSS requirements is a plus
• Understanding of IT vendor ecosystems (cloud providers, software vendors, system integrators)
Skill:
• Strong negotiation and contract management skills
• Proficiency in MS Office, especially Excel; experience with procurement/ERP systems is a plus
• Financial modeling and cost- benefit analysis capabilities
• Proficiency in Vietnamese (required) and English (business communication level)
• Effective communication and coordination across different levels and departments
Certifications (preferred): PMP, ITIL Expert, CIPS (Chartered Institute of Procurement & Supply), CFA/CPA (for financial expertise)
