Mô tả công việc

Oversee the liquidation process of branch/ATM infrastructure, ensuring that service termination and payments are executed consistently, with both financial and operational safety maintained at the branch/ATM
Oversee the lifecycle of IT infrastructure and operation service contracts, from drafting and negotiation to execution and closure.
Support subsidiaries in budget planning, service operations, vendor management, and contract governance.
Define technical specifications, evaluation criteria, and scoring mechanisms for vendor selection.
Coordinate with telecommunications service providers to ensure timely provisioning of connectivity in line with the network expansion plan
Supervise acceptance testing and sign- off processes, verifying that delivered products and services match contractual commitments.
Monitor actual spending versus budget, perform variance analysis, and implement corrective measures where required.
Enforce and maintain labor discipline, operational principles, and professional standards to ensure compliance and consistency across all operational activities.
Develop and implement workforce plans to support the operation of the IT Operation Command Center, ensuring continuity and efficiency.
Advise subsidiaries’ leadership on IT infrastructure strategy, investment planning, and operational governance.
Collaborate with vendors to negotiate favorable licensing terms, renewals, and adjustments to meet evolving organizational needs.
Coordinate with stakeholders to ensure procurement decisions align with business needs and IT strategy.
Oversee relocation projects, ensuring seamless migration of branch/ATM infrastructure with minimal downtime and risk.
Regularly review contract performance, vendor obligations, and penalties to mitigate risks and maximize value.
Develop and manage the annual operational and investment budget for IT infrastructure and operation services, ensuring alignment with organizational strategy and business priorities.
Establish a framework for vendor performance monitoring and continuous improvement.
Manage, maintain, and oversee the portfolio of activities within the operation center, ensuring clear task assignments and on- time execution.
Deliver training, knowledge transfer, and technology handover to build subsidiaries’ operational capability.
Report budget performance regularly to senior management, highlighting risks, opportunities, and recommendations for optimization.
Proactively plan and allocate resources to ensure adequate staffing support for both daily operations and key strategic projects.
Maintain centralized control of all IT licenses across VPBank, ensuring compliance with vendor agreements and legal requirements.
Provide regular reporting on payment status, outstanding obligations, and potential risks to financial governance.
Provide infrastructure operation and operation service management support for subsidiaries, ensuring stability, scalability, and compliance with VPBank standards.
Negotiate terms, pricing, and service levels with vendors to achieve the best balance of cost, quality, and value.
Coordinate with the Network Development function to align on implementation plans and deployment budgets, ensuring that the business network is established and maintained in accordance with the approved roadmap
Ensure timely submission and approval of all budget- related proposals, adhering to governance frameworks and internal policies.
Ensure the operations team is properly trained, equipped with the necessary knowledge, skills, and tools to meet SLA commitments and achieve the strategic objectives of the IT Division.
Manage end- to- end implementation of branch and ATM network infrastructure, including LAN/WAN, telecom connectivity.
Oversee implementation of IT infrastructure changes at subsidiaries, ensuring consistency with VPBank’s standards and operational discipline.
Provide financial forecasts and scenario planning to anticipate future investment needs and optimize resource allocation.
Advise senior leadership on cost- effective licensing models and renewal strategies that align with operational and business growth.
Review, track, and audit license usage to identify optimization opportunities and avoid underutilization or over- licensing.
Enforce strict controls over project handover, ensuring complete documentation, system validation, and quality assurance.
Maintain transparent and auditable payment records to support internal and external audits.
Ensure payments are processed in a timely manner to maintain vendor relationships while protecting financial discipline.
Establish strict controls for payment approval, including multi- level verification and reconciliation with operational records.
Establish and enforce processes for license request, allocation, and retirement in line with IT governance.
Lead and participate in IT procurement activities, ensuring compliance with internal policies and regulatory requirements.
Review and validate all vendor invoices and payment requests, ensuring alignment with contract terms, project deliverables, and actual implementation results.
Ensure all contracts align with VPBank’s operational standards, compliance requirements, and strategic objectives.
Monitor and evaluate staff performance including VPB and subsidiaries, implementing measures to enhance capabilities, strengthen expertise, and optimize work efficiency.

Educational Qualifications
Bachelor’s degree in Computer Science, Information Technology, International Economics; Trade Finance; Foreign Trade; National Economics;Finance & Accounting, or related field, or equivalent relevant work experience.
Relevant Knowledge/ Expertise
Strong understanding of Project/Portfolio Management with proven ability to apply them in complex enterprise environments.
In- depth knowledge of license management practices, including compliance, optimization, cost modeling, and vendor negotiation strategies.
Solid expertise in budget management and financial governance within IT operations, covering forecasting, cost control, and return- on- investment analysis.
Proficiency in contract and vendor management, including drafting, reviewing, and ensuring compliance with legal, financial, and operational requirements.
Strong knowledge of network infrastructure and operations, with the ability to oversee implementation, relocation, and decommissioning of branch and ATM network systems.
Familiarity with procurement processes (RFPs, RFQs, vendor selection, contract negotiation, and performance monitoring).
Solid understanding of service catalog management, SLA tracking, and operational reporting to ensure high- quality IT service delivery.
Knowledge of subsidiary support frameworks, including governance, capability transfer, and aligning infrastructure strategy with business development.
Awareness of risk management and regulatory compliance in IT operations, ensuring activities align with banking standards and local regulatory requirements.
Ability to integrate automation and monitoring tools into IT operations to improve efficiency, reduce manual effort, and enhance service quality.
Relevant Experience
Minimum of 5- 7 years of progressive experience in IT service management or IT operations.
Proven track record in managing IT budgets, financial planning, and cost optimization at enterprise level.
Demonstrated success in license management, including audits, renewals, compliance, and vendor negotiations.
Hands- on experience in contract and acceptance management, ensuring quality, compliance, and alignment with operational needs.
Strong background in network and infrastructure project management, particularly in branch and ATM deployment, relocation, and retirement.
Experience in vendor and procurement management, including negotiation and vendor performance evaluation.
Previous involvement in subsidiary or multi- entity IT operations, ensuring governance, consistency, and service quality across multiple organizations.
Experience working with cross- functional teams (IT, business units, vendors, regulatory bodies) to ensure alignment of IT operations with business objectives.
A history of introducing operational improvements, automation initiatives, or efficiency programs to enhance IT service delivery and reduce costs.
Strong reporting and communication skills, with experience presenting operational and financial insights to executive leadership.
Prior experience in the banking, financial services, or other large- scale organizations with stringent requirements for security, reliability, and service availability is highly preferred.
