To lead and oversee all commercial and cost management functions across the company’s project portfolio. The Director of QS is responsible for establishing cost governance, ensuring financial control, optimizing project value, and providing strategic commercial advice to senior management throughout the entire project lifecycle.
The role ensures alignment between investment objectives, approved budgets, procurement strategies, contractual compliance, and overall financial performance.
The position also consolidates, reviews, and prepares comprehensive commercial reports for senior management approval related to tender documentation, contractor selection, interim payments, and final account settlements, cash flow.
Strategic Cost Management
• Lead the development, review, and approval of project cost plans, benchmarks, and cost databases.
• Advise executive management on financial feasibility, commercial risks, and investment decisions.
• Establish and implement company- wide cost management strategies and commercial governance frameworks.
• Drive Value Engineering initiatives from concept design through project delivery stages. Lead the commercial analysis and evaluation of proposed design changes and variations to identify cost optimisation opportunities and support informed management decision- making.
• Provide strategic recommendations to optimize CAPEX and lifecycle costs across projects.
Pre- Construction Phase:
• Ensure cost certainty prior to project approval and contract award.
• Lead commercial evaluation and negotiation of major contractor and consultant proposals.
• Accept the quantity take- offs, Bills of Quantities (BOQs), review tender documents, and support the procurement of contractors and consultants.
• Review and approve contract documents aligned with corporate commercial policies.
• Oversee preparation and validation of project budgets, feasibility cost studies, and development appraisals
Construction Phase:
• Review and aceptance the Variation Orders and Change Orders & submit to obtain the approval.
• Participate in executive- level project review meetings.
• Support resolution of complex commercial and contractual matters.
• Provide commercial oversight of interim payment certifications and cost reporting.
• Ensure effective cost control systems are implemented across all projects.
• Maintain accurate records of site instructions, change events, and associated cost implications.
• Monitor project costs, forecasts, and cash flow performance.
Post- Construction Phase:
• Review project financial performance and lessons learned.
• Oversee agreement and closure of final accounts with contractors and consultants.
• Establish cost benchmarking for future developments.
Risk Management
• Report key risks to management and recommend mitigation strategies.
• Monitor performance bonds, advance payment guarantees, warranty bonds, and insurance policies to ensure validity and timely extensions.
• Identify and assess risks related to cost planning and payment processes during project execution.
• Propose Value Engineering solutions in case of budget overruns.
Commercial Governance, Stakeholder & Team Leadership
• Lead and mentor QS teams across projects.
• Present cost status, risks, and forecasts to executive committees.
• Coordinate with Finance, Legal, Design, Project Management, Sales & Marketing, and Cost Control teams.
• Manage performance evaluation and professional development programs.
• Act as commercial advisor to senior leadership and investment teams.
• Develop internal commercial capability and succession planning.
• Define roles, responsibilities, and performance KPIs for QS personnel.
Other Tasks
• Proactively coordinate and request deliverables from contractors and related departments within assigned scope.
• Perform other duties as assigned by the line manager or authorized personnel.
• Immediately report any serious issues/incidents beyond authority to direct supervisor or BOD.
Yêu cầu công việc
1, Education:
• Minimum 10 years of experience in construction cost management. At least 5 years in senior leadership or managerial role.
• Experience on large- scale developments (high- rise, mixed- use, infrastructure, or urban developments). Strong client- side or developer- side experience preferred.
• Bachelor&039;s degree or higher in Economics, Construction, or related fields.
Professional Knowledge
• Advanced understanding of cost planning, procurement, and contract administration. Strong knowledge of FIDIC / JCT or equivalent international contracts. Proven experience managing claims and commercial negotiations. Strong financial and commercial acumen.
Skills
• Strategic thinking and leadership capability.
