Indirect Sourcing - Facilities

Implement supplier management programs with key suppliers including metrics, performance goals, digitization and improvement initiatives.
Help local Indirect Sourcing Manager develop a world’s best- class Indirect Sourcing team in Vietnam.
Coaching junior sourcing engineers for sourcing, especially VAVE and standardization.
Source for facilities, such as construction and renovation of manufacturing plants, HVAC, water treatment and material handling (including equipment, maintenance, repair and other related services), gas, oil, electric water and sewer utilities and land rentals., to support its business growth in optical and cable products and consumer and commercial solutions.

Supplier selection & approval:

Lead identification, evaluation and the approval process of new suppliers that meet performance standards and compliance requirements, preferable in Vietnam. Lead cross functional teams including but not limited to Quality, Operations and Engineering in this undertaking.

Support executing and implementing Global / Regional Contracts and create decision making framework (DFM) for Make vs Buy or Supplier Selection decisions.

Pricing & Cost:

Negotiate agreements with suppliers that address the global needs of the Division including but not limited to price, delivery, quality and service requirements. Justify the agreements to all functional budget holders on a basis of benchmarking and should- costing.
Work with Engineering, Operations, Category Managers, Sourcing functions and Logistics to develop target cost and lower cost alternatives. Understand all the components of related costs to know where opportunities exist that need to be addressed. Regularly conduct price benchmarking and competitive analysis.
On a basis of the in- depth understanding of the specifications proposed by internal users upon RfQ, identify opportunities for standardization and VAVE in the specifications, estimate the potential savings of such standardization and VAVE with suppliers and lead the decision making of multiple specification options, taking into consideration both costs and benefits of these options.

Supply Base Development & Management:

Assess, rate and minimize risk regularly and lead mitigation efforts. Indemnify company from the risks through implementation of contracts including but not limited to Terms & Conditions, Quality and Supply Agreements.
Monitor and manage suppliers in terms of technology roadmaps, lead- time reduction, inventory turns, cost improvement and supply assurance.
Establish long- term, competitive supplier relationships at high performance standards.

Coaching

Help local Indirect Sourcing Manager build a world’s best- class Indirect Sourcing team in Vietnam.
Support local sourcing engineers’ growth by coaching them on the aforesaid sourcing activities and leading them by example.

Compliance:

Ensure at all times procurement and requesters operate as per regulatory and legal requirements. This includes but is not limited to compliance with safety, environmental, tax, customs and ethical requirements and spend guidelines.

Best Practices:

Promotes the implementation of “best practices” as it relates to supply chain management.

Share best practices, supplier information, etc with other Procurement staff across Divisions

Prefer CPM/CPSM, CIRM, CPIM
Understanding & analysis of Total Cost of Ownership
3- 5 year procurement, sales or engineering experiences in optical fiber or cable industry
understanding of drawings and/or specifications of facilities
More than 3- year leadership experience of teams or cross- functional projects
Business- level communication skills in Vietnamese and English
Business- level communication skills in Chinese (Prefer)
Ability to lead and/or actively participate in cross- functional teams
Strong problem solving & analytical skills
understanding of optical fiber or cable technology and their market trends
5- 10 year procurement, sales or engineering experiences in high- tech component industry
Bachelor’s Degree in Engineering
Good command of, and/or adaptability to, Office 365, Coupa and other IT applications
