Indirect Sourcing - Machinery

Source for automation lines, tooling and OEM machines for new product introduction (NPI) in Vietnam, which amount to hundreds of million dollars, to support its business growth in optical and cable product business.
Implement supplier management programs with key suppliers including metrics, performance goals, digitization and improvement initiatives.
Localize suppliers for the above subcategories for shorter lead time and lower installation costs.

Supplier selection & approval:

Support executing and implementing Global / Regional Contracts and create decision making framework (DFM) for Make vs Buy or Supplier Selection decisions.
Leverage current supply base or identify new suppliers to support new product introduction (NPI).
Lead identification, evaluation and the approval process of new suppliers that meet performance standards and compliance requirements, preferable in Vietnam. Drive cross functional teams including but not limited to Quality, Operations and Engineering in this undertaking.

Pricing & Cost:

Negotiate agreements with suppliers that address the global needs of the Division including but not limited to price, delivery, quality and service requirements. Justify the agreements to all functional budget holders on a basis of benchmarking and should- costing.
Work with Engineering, Operations, Category Managers, Sourcing functions and Logistics to develop target cost and lower cost alternatives. Understand all the components of related costs to know where opportunities exist that need to be addressed. Regularly conduct price benchmarking and competitive analysis.
Utilize and develop a broad skill set of RFQ, benchmarking and negotiation methodologies. Continuously improve technical & commercial capabilities to ensure competitiveness in pricing and other terms & conditions.

Supply Base Development & Management:

Establish long- term, competitive supplier relationships at high performance standards.
Assess, rate and minimize risk regularly and lead mitigation efforts. Indemnify from the risks through implementation of contracts including but not limited to Terms & Conditions, Quality and Supply Agreements.
Monitor and manage suppliers in terms of technology roadmaps, lead- time reduction, inventory turns, cost improvement and supply assurance. Implement common Supply Strategies (Inco Terms, Mode, VMI, CRP, etc) in collaboration with Category Managers and Sourcing Centers in other countries.

Compliance:

Ensure at all times procurement and requesters operate as per regulatory and legal requirements. This includes but is not limited to compliance with safety, environmental, tax, customs and ethical requirements and spend guidelines.

Best Practices:

Share best practices, supplier information, etc with other Procurement staff across Divisions
Promotes the implementation of “best practices” as it relates to supply chain management.

understanding of optical fiber technology and their market trends
5- 10 year procurement, sales or engineering experiences in high- tech component industry
More than 3- year leadership experience of teams or cross- functional projects
Business- level communication skills in Vietnamese and English
Strong problem solving & analytical skills
3- 5 year procurement, sales or engineering experiences in optical fiber industry
Bachelor’s Degree in Engineering
Ability to lead and/or actively participate in cross- functional teams
understanding of drawings and/or specifications of automation lines, tooling, testing equipment and OEM machines
Good command of, and/or adaptability to, Office 365, Coupa and other IT applications
Prefer CPM/CPSM, CIRM, CPIM
Business- level communication skills in Chinese (prefer)
Understanding & analysis of Total Cost of Ownership
