Viet Nam has experienced socio- economic growth over the past decades and aims to further transform its economic structure towards modernisation, industrialisation, and sustainable development, with the goal of becoming an upper- middle- income country by 2030 and a high- income developed country by 2045. In this context, the development of human resources with skills aligned to digital and green transformation has been identified as one of its key strategic breakthroughs. Therefore, building a quality, open, flexible, modern, interconnected, and inclusive TVET system is essential to prepare a workforce that meets labour market demands.
A co- financing contribution from the European Union to the TVET III Programme is currently under preparation within the framework of the Multi- Donor Action “Viet Nam – EU TVET Programme” (VETVET), with contributions from the EU, Germany, and France. The planned duration of VETVET is up to five years, with the objective of improving the knowledge and job skills of the labour force for decent employment and entrepreneurship in the context of climate change mitigation, and the green and digital transitions in Viet Nam.

The Vietnamese–German technical cooperation project “Programme Reform of Technical and Vocational Education and Training in Viet Nam III” (TVET III) aims to strengthen the Vietnamese TVET system towards supporting a socially just, green, and digital transformation of the economy (the “Just Twin Transition”). The programme is funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by GIZ in cooperation with the Ministry of Education and Training (MoET).

The program TVET is looking for a qualified and professional candidate to fill the following position:
Programme Officer in Renewable Energies
Duty station: Ho Chi Minh City, Viet Nam
Duration: ASAP – 28. February 2027 with possible extension until 2030
Main responsibilities and tasks:
• Advise partner TVET institutes on institutional development.
• Coordinate working groups and cooperate close with other components and projects of the TVET and Energy cluster of GIZ Viet Nam and cross countries. Ensure synergies, coherence and alignment of interventions within the overall TVET III and VETVET framework.
• Support/coordinate the implementation of activities in the field of responsibilities within the EU co- financed ‘Programme Reform of Technical and Vocational Education and Training (TVET) in Viet Nam’ (Vietnam- Europe TVET programme, VETVET).
• Advice TVET and energy stakeholders on and coordinate the joint development process and implementation of training programmes for initial training, reskilling and upskilling, oriented on international standards and following Vietnamese regulation.
• Plan, monitor, evaluate, and document project activities, costs, and results. Ensure accurate and complete data and knowledge management.
• Develop terms of references for national and international consultants, and plan, coordinate, monitor, and document consultant missions and deliverables.
• Plan, coordinate and implement capacity development activities and awareness raising measures for energy and TVET sector stakeholders
• Activate and strengthen the industry engagement into formal TVET.
• Advise on establishing and fostering institutionalized cooperation mechanisms between the energy and TVET sector stakeholders on institutional, provincial and national level in coordination with other programme components.
• Initiate and foster private public partnerships and other chances of cooperations amongst TVET institutes, enterprises, sector associations and competent authorities.
